We’re making Penrith more accessible and inclusive

Council has prepared a draft Disability Inclusion Action Plan (DIAP) 2026–2030 following consultation with over 250 people, including people with lived experience of disability, carers, service providers, advocates, seniors, community members, Council’s Access Committee and staff.

We invite those who participated in the initial consultation and anyone interested to provide feedback ensuring the plan reflects the needs and aspirations shared during the October 2025 engagement period.

We are seeking feedback across the 4 mandated focus areas:

Focus Area 1: Developing positive community attitudes and upholding the rights of people with disability is about fostering positive and respectful community and institutional attitudes toward disability, as well as empowering people with disability to exercise their rights.

Focus Area 2: Creating liveable and safer communities relates to ensuring physical environments and services are accessible, inclusive and safe.

Focus Area 3: Supporting access to meaningful employment and independence means enabling inclusive, accessible and employment opportunities that promote independence.

Focus Area 4: Improving access to mainstream services through better systems and processes relates to making information and services accessible through inclusive and accessible channels.

Providing feedback

We want to make sure everyone can participate in a meaningful and accessible way to help shape the final plan. You have options to provide feedback depending on how much time you have:
  • If you have limited time

    You can pick one of the following options:

    1. Do a quick read of the draft Disability Inclusion Action Plan
    2. Respond to a quick poll
    3. Attend the pop-up stall
    4. Provide your general comments in the survey below

  • If you have more time (90 minutes or more)

    You can do one or a few of the following:

    1. Review what we heard in the Community Engagement Outcomes Report
    2. Read the draft Disability Inclusion Action Plan  
    3. Provide feedback on one or more of the focus areas in the survey below
    4. Attend the pop-up stall

  • Attend a pop-up

    Come to our pop-up stall at Penrith Library on Thursday 30 April between 10am - 2pm to hear from Council.

    We will provide a summary of what we heard, share our draft plan and listen to your feedback.

What happens next?

We’ll review all feedback and make amendments where possible. The final Disability Inclusion Action Plan will be presented to Council for endorsement before being submitted to the NSW Government in June/July 2026.
